Switch to Forum Live View "Time-Shifted" cards in modern?

would I be able to use a card like Akroma, Angel of Wrath in modern? since it was printed in Time-Spiral, but as a time-shifted card.

Yes.  Time-Shifted cards were printed in a Modern legal set (Time-Spiral Block) so they're fair game.  Just don't go trying to play your "buried treasures" from first print run Zendikar boxes.  Those cards weren't even legal in ZEN block Draft/Sealed.

Cards in timespiral are legal for modern

However please note not al duel deck cards are legal in modern
