Is this card affected by summoning sickness?

No. The summoning sickness rule only applies to creatures. Plus, summoning sickness only prevents attacking and using abilities with the or symbol, which Recurring Nightmare has none of.

note: the creature put on the field by the activated ability would be affected by summoning sickness though
