Can I extort twice on the same spell?

If you control at least two permanents with extort, yes. Each extort ability will trigger once per spell you cast, and for each trigger you may pay once.

if you have two instances of Extort, sure

but each Extort trigger only gives you the option to pay , no more, no less

I have a follow-up question about extort.  Does summoning a creature count as casting a spell, thus triggering extort?

I think your usage of outdated terminology makes it less clear:

"Summoning a creature" is no longer the term used.  Rather, it's "casting a creature spell," which makes it very clear that you're casting a spell, and triggering extort.

Casting a creature spell is casting a spell.

Casting an instant or sorcery spell that puts creatures onto the battlefield is casting a spell.

Activating an ability that puts creatures onto the battlefield is not casting a spell.

Playing a land creature is not casting a spell.

One more follow-up.

Let's say that I have no creatures in play, but I have Thrull Parasite in my hand and 2 swamps in play.  When I tap one swamp to play my Thrull Parasite , can I tap the other swamp to extort for casting that creature spell?
