if i destroy an attacking creature with regeneration and it regenerates will it be able to block when i attack or will it still be tapped from attacking

it'll be tapped from regenerating so unless it has some way to untap itself (or your opponent has a way to do so), no it won't be able to block on your turn

It will (barring any other effects) still be tapped - not from attacking, but from regenerating. Even if it didn't tap to attack (Vigilance), when it regenerated it was removed from combat and tapped. Of course, if he has some other way to untap it (like Twiddle ) it will be able to block. It will untap during your opponents untap step as normal.
Seldom does a player get his own untap step between his own attack step and his opponent's next attack step.

Regeneration will tap the creature (instead of it being destroyed) and remove it from combat. So even if the attacker wasn't tapped at the time it regenerated (maybe it has vigilance or got untapped somehow), it will be tapped afterwards. Tapped creatures can't block.
I'm a Rules Advisor now  "Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no". Some of my favorite Flavor texts:
