You have to accept that blue is dead, and you just can't.  The process goes something like this:

1:  Denial:  "Blue has the counterspells to deal with threats, and it can splash the white/black to deal with resolved creatures."
2:  Anger:  "I can't believe it, when I went to (MTGO/FNM/SCG5K/PTQ) EVERY deck was aggro!"
3:  Bargaining:  "Blue can win, but we just need one good counterspell!"
4:  Depression:  *Sobs*
5:  Acceptance:  "Hey guys, any suggestions on my jund list?"

You seem to be in step 1.  Playtest until you start getting angry.  It's how you start the healing. 

I'm not a blue player. You'll notice I run no counterspells. Blue is great at other things too.

seriously, what is blue good at now?  big ass card draw spells?  little cantrips.  being part of azorius charm?  snapcas... no not even that!

blue is a joke.  i know i've cursed at the state of blue before, but blue is in a really really bad spot right now.  black is probably the only other bad color, but it at least has conjunction stuff like rakdos return, being part of jund stuff, nephalia drownyard, etc.

i had other things to comment on, but i keep getting distracted by things at work and can't remember what i wanted to say....

You have to really commit to blue to win with it. Creatures are much easier to win with, which blue does not contain in great quantity or quality. Every card has to be perfect. Keep working at it buddy.

it gets to a point where it feels like a waste of time even trying to make blue work.  there is so little playoff from trying to commit to the color.  it just doesn't offer enough and there are plenty of things that exist to make it horrible. 

Tell me what kind of "blue" you want to play. If you aren't sure, tell me an old deck that you loved.

If your specter dies does the game remember you have rights to those cards since its associated with the specter's combat trigger, not a state based part of the card? 

That'd be entirely counter-intuitive. My guess is that it's up to you (the owner of the spectre) to signify the respective exiled zones for each specter pool. I'd guess it's one of those situations where memory is entirely dependent on players policing themselves and keeping themselves organized.
