Certainly not the Dimir. They tend to do things in a much more secretive manner.

I'll let someone else more knowledgable than me answer between Azorius and Orzhov. (I have a feeling it's Orzhov, but I'm not totally sure.)

Orzhov are Lawyers.
Azorius are the judges, they don't make for good lawyers.

I'm not sure if Ravnica has a BAR or some other rigerous definition of a lawyer (but hey, if anyone is going to rigerously define something, it would be the Azorius), which makes this question tricky, because I assume almost every Azorius guild member is well versed in the law, but many of them study it in lesser functions (police forces or clerks). The Orzoph on the other hand only have a small portion of their guild actively concerned with the law, but they probably still take up a large portion of practioners.

When it comes to people having the authority to represent others in court (Barristers/Lawyers/etc) I would answer the Orzoph, but when it comes top people with extensive legal knowledge/expertise I would choose the Azorius (Their rank and file mostly consiste of paralegals essentially).

Moriok Rigger does absolutely nothing to boost other riggers. You are incorrect.

Moriok Rigger is not a Rigger in print. Only in Errata

i said dimir for cards like twisted justice and well, because they have agents everywhere

and that´s my question between orzhov and azorious
to be a judge you need to be a lawyer first (a prosecutor, but a lawyer after all)

The Azorius are the prosecutors.
The Orzhov are the defenders.

Almost every judge was once a lawyer, and a good number of legislators have law degrees in the US as well.

Yeah... but the vast majority of lawyers (at least in the US), aren't attorneys (trial lawyers), but corporate advisers and such, which would fall under Orzoph.

I think that might be a more modern development so probably Azorius...
