by default the active player chooses first. I think it's more interesting because you have to pick something middle of the road so they don't know what you're going for. if they choose first, then if they pick their big guy you just pick your smallest and go "sac chosen", but if they go small, you pick your big guy and go "sac non-chosen". if you pick first you spread out the decision-making more.
Even if the active player goes first, I think in this case, it's important enough to where the card could justify reminder text on such, mainly to ensure that casual games follow the correct function of the game.
it's a functional change if you give it flash, but you can just say "starting with you, each player..." and roll from there.

   Sorcery Rare Starting with you, each player chooses a creature he or she controls. You may have those players sacrifice each creature chosen this way. Otherwise, each player sacrifices all other creatures.
How's that?
