Todays GTC card to rate is... Boros Reckoner Spoiler:

5.0: First pick no matter what. I will always play this card. 4.5: Splashable and first pick worthy. 4.0: First pick pack 1. 3.5: Early pick though not always a first pick. 3.0: Solid early/mid pick. 2.5: Solid pick in color. 2.0: Should generally make the deck if in this color. 1.5: Decent filler. 1.0: 23rd card if you have to. 0.5: This card will sometimes be sideboarded in. 0.0: I will never put this card into my deck (main deck or after sideboarding).
This guy brings the beats. His two abilities do seem kind of odd together though. You want him to be dealt damage but you can give him first strike to prevent it. Just seems like an odd combination. Still he's a solid fighter and should be picked highly. 3.5 Discuss!

4, possibly 4.5. I'd play him if I was heavy-Red Gruul or heavy-White Orzhov, I think.

I think this guy is a 4.0. While the two abilities seem in conflict with each other, both are strong enough, and the casting cost is low enough to push this to bomb level. It also seems like there will never be a good way to block this guy, or attack into him when he is untapped.

The abilities synergize amazingly well together. It makes blocking/attacking into this guy a huge hassle. I think there was a recent dailymtg that touched on this.

As much as I think that the Reckoner is highly overrated for constructed play, I will agree that he is a bomb in limited. The fact that you can choose to give him first strike is very important for his second ability: Anything with power 2 or less causing him to be a blow-out, and it allows you to effectively block anything with 3 toughness or less if it would normally kill him. If he just had first strike normally, he'd be much less effective. Giving him the ability to choose when to have it allows you the choice of whether or not to use his damage ability. So basically he's safe when you need him to be, always.
I'll give him a solid 4. I can't see a single reason not to first pick him, and although he is actually pretty damn difficult to splash for if you aren't going 3-color makes little difference. I'd rather hate him over someone getting him most of the time.

Obzedat, Ghost Council 4.0: Excellent first pick first pack, will sway me into same colors. Creatures 1-4, removal 1. Rubblehulk 3.5: Excellent first pack pick two, will confirm colors or possibly sway into second color. Ground Assault 3.0: Good in-color addition, or splashable removal/creature. Creatures 3-9, removal 1-3. Kingpin's Pet 2.5: Solid pick in-color; creatures 5-12, removal 3-5. Mugging 2.0: Creatures 10-16; removal 6-7. Act of Treason 1.5: My 23rd or 22nd card, depending on removal. Gutter Skulk 1.0: 23rd card if I don't maindeck an additional land. Mental Vapors 0.5: This card will sometimes be sideboarded in. Shattering Blow 0.0: I will shred this card for counters. Frenzied tilling

Yep. In standard I find him to be "merely okay", really, and the current price-jump is likely a bandwagon effect where the price goes up simply because people are buying more of him, simply because the price has gone up. It's kind of silly really.
He does fill out the 3 drop nicely, however in the current standard he amounts most often to being 3/3 first striker that you played on turn 3. It's efficient enough, but not particularly amazing. Given that his damage ability is pretty much highly conditional on your opponent doing something, and I just don't see it. So really, he's a 3/3 for 3 with occassional first strike and occassionally a relevant ability.
That said, in limited he does serve as a power house, where damage is the most common way to remove something over spot removal.
