I created a deck with the purpose of being able to mill people but still be able to hold a defense against other players. This is not meant to be a standard 60 deck (obviously).
I would appreciate any input on the deck I built.

In terms of your deck, YOU NEED you keep it at 60 for consisteniscy. Right now your deck is pointing in all sorts of directions. If you want a good control/mill deck you got to have less one ofs and two ofs.  I know it awesome one you can use all of these cards, but one you have 4 of the cards that you need you will win a lot more and your deck will be alot more consistent. 

Here is a deck that sucks but has consistency. Please do not see my deck as a suggestions since it really sucks right now as I just threw it together in the last couple of minutes (I hate mill decks). But i want you to learn about consistency of decks, how running 4 of a good card is important. In addition, you dont want alot of creautres to attack since a mill deck wants to mill the oponent not deal damage to them. If you want more cards for suggestions, Gatherer is you best friend.

I've been searching around and here is a very good example of a Monoblue Mill Deck. This deck is preety darn awesome. 

Land: 19
4 x Ghost Quarter
15 x Island


Spells: 30
4 x Tome Scour
4 x Thought Scour
3 x Brainstorm
4 x Counterspell
3 x Chronic Flooding
2 x Mana Leak
4 x Mind Sculpt
3 x Brainfreeze
3 x Archive Trap

2 x Mindshrieker

Explaination: Use Ghost Quarter  to get rid of a player's land, thin their deck of one card... AND play Archive Trap  for free. Otherwise, I have plenty of other spells to stay agressive at milling.
