Please correct me if I'm wrong, but isn't Priority the ability to cast spells or activate abilities?  And priority is passed to each player before moving to the next phase?

How would it work if I wanted to create a token using Moorland Haunt to block but he wanted to use Searing Spear on it before I could declare it as a blocker.  Could he do that?  Is there any instance where I could create the token safely and declare it as a blocker before it gets speared? (since blocked creatures don't get to assign damage to me unless they have trample).

Yes and yes.

No, there's no way to block with it before your opponent can Spear it.  Before the game moves to the declare blockers step, all players have to pass priority without doing anything, so after you make the token your opponent will get a chance to cast the Spear.
