Arbor Elf doesn't generate mana but he can Reroute it to a Forest he controls, sure

can my opponent play reroute and disturb the prosedure stealing the mana for himself?

Yes, if said opponent has any forest to be untapped by the Arbor Elf instead of the one you choose to target. Arbor Elf's ability targets a forest. Reroute can change this target, but it must still be a valid target - another forest.

Incidentally, if he did not have a forest of his own and thought he could trip you up by rerouting the Arbor Elf effect to a different, already-untapped forest of yours, you would be able to tap that forest for mana before his Reroute resolves (assuming nothing else is preventing that, like if it's a Dryad Arbor with summoning sickness), and still wind up getting the result you want. So really he does (most likely) need a forest of his own to hose you with Reroute. Simply switching which of your forests is untapping is not likely to prevent you from doing what you want to do.
