If I cast otherworldly journey on a faced down Root Elemental, does it activate root elemental's face up ability?

No.

Root elemental doesn't really turn face up. Rather, a face down creature disappears from the battlefield and then a little while later a face up root elemental, unrelated to the face down creature, appears on the battlefield.

it is never turned face up, even if it is exiled face up and returns face up to the battlefield

The face-down 2/2 leaves the battlefield. Later, a brand-new face-up Root Elemental enters the battlefield. They just happen to be represented by the same physical card.



Also, you're forgetting Otherworldly Journey 's +1/+1 counter - it's a 7/6 creature now!

406.3. Exiled cards are, by default, kept face up and may be examined by any player at any time. Cards “exiled face down” can’t be examined by any player except when instructions allow it. A card exiled face down has no characteristics, but the spell or ability that exiled it may allow it to be cast from exile. Unless that card is being cast face down (see rule 707.4), the card is turned face up just before the player announces that he or she is casting the spell (see rule 601.2).

110.6b Permanents enter the battlefield untapped, unflipped, face up, and phased in unless a spell or ability says otherwise.

LKI would still see the initial game object as face down (for anything that cared)
then soon after a new object appears in exile face up
then a little later a new object appears on the battlefield face up

at no time did that initial game object turn face up, it ceased to exist, but it never turned face up
as a result, its trigger never triggers
