If you're looking for cheap haste creatures, there's rakdos shred-freak . There are also a couple of good tools available in gatecrash that you might like. I'm thinking a certain goblin...
For a competitive, budget deck, you should probably stick with RDW. Being mono-Red, it saves you the touble of having Shocklands + Coreset lands. And you don't need any Planeswalkers. I think the only pricy cards are Stromkirk Noble (a 4-of), Ash Zealot (a 4-of) and Hellrider (a 3-of). The rest are commons/uncommons. As an added bonus, most of the creatures do have haste.
If you're going to do the whole +1/+1 counter thing, most cards in your deck should work around that. Silverfart, Rancor and your Boar don't do counters: they just GET/Give +1/+1. Not counters. So consider that.
I highly recommend Ghor-Clan Rampager and Wolfir Avenger . Read up on Ghory there, he's already got quite a bit of literature on why he's awesome. Avenger has flash and regenerate. Flash is almost haste, with a bit of a different flare.
