The guy has Plains symbols (I think), but is clearly reveling in a Rakdos mutilation event of some sort. That's pretty treasonous to his supposed ideals.
The art is actually... very beautiful. Look at the flesh - it's really well-painted!

It's the Baron Harkonen- a deck made by (I think, Adrian Sullivan) in 1997. Google it if you're curious for the list or the movie depiction of the character that I'd wager this card art is based on.

Although it'd probably be the kind of behaviour the Orzhov would crack down on. You're not supposed to act like one of the people. Say you lent some cash to a Rakdos cultist and they spot you later at a party, how are they supposed to take you seriously?
