Before the spoils, i was hoping simic would get this effect, but as a static ability in and enchantment or creature.

I guess this can do some cool things with some of the rarer Simic cards that play with counters, but is it worth a slot in any old Simic deck?

Limited? Yes.
How so?
Without some way to get advanatage from your +1/+1 counters (like all the rares with evolve have), you're just making things bigger and smaller with this spell. Even as a trick, it doesn't seem worth spending a card to add 0 net power to the board.

How so?

Well... yeah. It can be used as a trick, and then the creature that got smaller can evolve again. Or they use removal, and you save their "evolution counters" and give them to someone else to turn THEM into a threat as well.
It just seems to have a lot of utility. I can tell you, on prerelease, if I am staring down a Simic board attacking me, I am going to be very afraid of this card. My blocks can go very wrong. (Which is why I will be playing Gruul at the first prerelease I go to, so I don't have to worry about such silly things like blocking.)

This card should always act as removal, or to counter removal, to be used properly.
