4cmc is a bit high, this could have worked at 3cmc or even lower

Yup, they pretty much made all the Cipher cards over costed. If some were more aggressively costed it would've been the best mechanic in the block.

This is better than Curiousity in a lot of ways, but 4 is still a lot. It would have been fine at 3 I think.
