I played with my friend and he drawed last card. I told to him he lost but he said that not yet. How? He didnt have cards in a library so he lost right?

Simply having an empty library does not cause you to lose. You lose when you try to draw a card from that empty library.

Note that this also means that if you have milled your opponent down to an empty library, and then mill him again, it will not kill him because he cannot mill. It only applies to drawing the cards. Of course, if you can force him to draw right after emptying it, you can kill him, although he will not die until after the spell resolves, so he still has time to cast spells onto the stack before he is killed. (it happens)
