There seems to be contradictory info about whether Generals must be shuffled into libraries or returned to hands normally, or may return to the command zone if the owner prefers. What are the current rules?

they go to the hand or library
there is no choice to put them into the command zone instead for those zones

Commanders have a special rule that if they would go to the graveyard or the exile zone, you can send them to the command zone instead. This rule does not extend to any zones other than the graveyard and exile zone.

903.11. If a commander would be put into its owner's graveyard from anywhere, that player may put it into the command zone instead.

903.12. If a commander would be put into the exile zone from anywhere, its owner may put it into the command zone instead.

That is edh hq.

Regarding your situation:

If a Commander would be put into a graveyard or exile from anywhere, its owner may choose to move it to the command zone instead. Details

If a card is put into the exile zone face down from anywhere, and a player is allowed to look at that card in exile, the player must immediately do so. If it's a commander owned by another player, the player that looked at it turns it face up and puts it into the command zone.

Hm...that copied over funny...
Anyway, generals are shuffled into decks and sent into hands normally. Shuffling into decks is one of the better ways to get rid of them for a bit.
