I was playing a game and he declared he was attacking with his creature which had no special abilities, I declare I'm blocking with my 0/8 wall and then he says he's going to tap my wall with his artifact that allows him to tap the artifact to tap one of my creatures. Can he do this after I declare my blocker? I had 5 walls out and if he can do that all he has to do is attack with one creature and when i go to block decide to tap it and he can attack me? I find it hard to believe he can get past my wall of.. walls.. with that one "tap target creature" artifact. Sorry for not knowing which card he was using.

And since I'm on this rant about combat phases, doesnt all combat happen at once? He also decided that he can have my goblin chieftain die in combat first and then its +1/+1 wouldnt count for the other creatures during that combat.

1) Players can activate abilities during the declare attackers step. If you rushed and said you were declaring blockers before your opponent passed priority, he can stop you and tap your blocker. If you ask "Declare blockers?" and he says yes, he can't tap your creatures to prevent them from blocking at that point.

2) All combat damage is dealt simultaneously unless some creatures have first strike or double strike. In that case, there are two combat damage steps.
    - First, all creatures with first strike and double strike deal combat damage simultaneously.
    - Second, all creatures with double strike and anything that didn't deal combat damage in the first step deal combat damage simultaneously.

3) Damage lasts until the cleanup step of the turn. If your Goblin Chieftain dies and the loss of the +1/+1 bonus causes any of your other Goblins to now have damage greater than or equal to their toughness, they'll die as well.

If he wants to prevent your creature from blocking, he needs to tap it before you declare it as an attacker blocker (edit: thanks for the correction, ikegami). His last chance to do so is in the Declare Attackers Step.

The combat phase is broken up into several steps: beginning of combat, declare attackers, declare blockers, combat damage (there are sometimes two of these), end of combat. So no, it doesn't all happen at once.

He also decided that he can have my goblin chieftain die in combat first and then its +1/+1 wouldnt count for the other creatures during that combat.

However, all combat damage is dealt simultaneously (barring first strike or doublestrike). He cannot simply choose to have one creature die first.

possibly, it depends whether you gave him the opportunity to announce that he was done or not. If he wasn't finished declaring his attackers (and following actions like activating his tapper) and you skipped right to declaring blockers without giving him the chance then yes he can back you up and tap it down before you can declare it as a blocker. However, if he declared all his attackers and paused and you say "may I now block?" and he says "yes" then he's forgone the opportunity to tap down your blockers until after they're already blocking (which likely won't have any significant effect)

all damage is dealt simultaneously in each combat damage step

that could happen if his creature had first or double strike and killed the Chieftain in the first damage step. It'd have no effect on your first and double strikers in the first step, but it'd drop your other creatures (and double strikers) that strike in the second damage step

Just in case you don't know...
You have the right to use two (or more) creatures to block the attacker.
