Thunderbolt over Wrath provides with MD hate VS Nighthawk and Restoration Angel, while also still being 3 to the face that I can plan on. I've had terrible luck with running draw + Miricle. I don't want to chance getting stuck with a dead card overf and over again even while activating Tibalt.
Mugging on the other hand is only 1 mana, and you'll be hard pressed to find a deck that won't try to drop creatures to play defense. Mugging deals with it for the turn, which with excess burn, is all that's needed. It's also a potential pitch via Tibalt, much like a drawn Wrath off of Tibalt. At least I can cast Mugging if I see the opening.
Splash for Boros Charm is pretty sweet looking though.
You still shouldn't cut Wrath completely. It provides you the fastest speed to win the game. At least two. Also notice that my deck still has Thunderbolt. Dunno about mugging still, but you might be right. I'll try it out at some point.
And Cockatrice, I've noticed, sucks. You have to find decent players which is already hard, then there's wonky stuff going on with the program behind the scenes I've noticed.
I guess I could give up the 4th Mugging/Pillar to my SB for 2 Wrath. I might just go 1, because my luck really is pretty terrible with it.
As far as testing goes, I do 95% of my testing offline. Mostly for the very reasons mentioned above. Weird shufflers, strange decks, sub-par players. Proxying it up at my LGS(s) with people who I at least know how to copy down tournament winnning decks and play them very well helps me go through my testing phases. It just means my proces takes a bit more time.

The list is pretty legit, but the goblin felt weak. I'd rather run Waif.
Problem with Waif is that you will constantly be flipping her back to 1/1 by casting more than one spell per turn, which will happen quite often with all the 1-mana creatures in here.

Waif belongs in the board for slow matchups. If the meta shifts to all slow matchups, then you can reconsider.
I don't have an egosig because I'd rather my ideas be judged on their merits than on mine. Catpoints: Spoiler:

The first guy I played with this list was running against me with monoblue wits. Tier one quality.
But forreal doe. I splashed black for zomb zombs and white for charm+elite and they proved to do good work. I still feel that gobby is underwhelming without goblin piledriver.
So you took my advice for the deck on splashing, and like it as much as I do? I admire your daring to splash two colors at once, though.
I like the Loyalist in some situations, but not others. But in the situations he's good, he's GOOD.

Waif is good for slow precisely because there's bound to be turns where no spells get cast and she can flip to her 3/2.
The meta might slow down, but this deck never will. Hence the problem. If two or more spells get cast in a turn, like this deck could do easily, she'll flip back to her 1/1.
IDK, maybe if we've got her at 3/2 and have more than one spell in-hand we can cast, we hold back and just attack and save the stuff for later.

Still worth making it flip, even if its just when you swing on T2. You cast it T1, they make it flip on their T1. T2, you play 2 1cmc dudes and swing in. It flips back, what are the chances a control deck will have a t2 play? not too bad, but you also have a lot of instant speed removal you can just use instead of casting 2 dudes. But that still forces them to play on their turn, instead of yours.

I actually tested those colors seperately, but I've got a devilish little scheme on my mind now >:] And sure he's super relevent when your team is swinging for lethal but needs a little "oomph" to get through, but I didn't find myself in that situation where I would rather have that than Nightbird's Clutches or Boros Charm

So what's the word on the draw cards? Tibalt or Faithless Looting ? Tibalt gives you quantity, Faithless Looting gives you quality (non-random discard) and when you dig you dig 2. Was there concensus on the Thunderous Wrath ? I'm thinking with card draw of any sort your chances of miracle-ing it are much decreased (moreso if you dig with Faithless Looting ), and it's awfully expensive to hardcast. Don't want it stuck in your opening hand either.

Having gotten interested and testing around a bit with Jman's list with boros charms, I'm liking four tibalts and think Thunderous Wrath has at least a place here. Burning someone out for 30 on turn five with nut draws was satisfying.

This. If you're liking that and feel like being risky (read: greedy like me) splash black for Gravecrawler and Diregraf Ghoul and take out some of the other 1-drops that you don't like. Gives the deck a little more to do with its mana, if you ever need that
