So I went to my local game store's draft night last week and I got pretty lucky with the cards I drafted and ended up going 3-0. But I'm not sure how much was me and how much the cards carried me. My first pack I opened a Cyclonic Rift and then was passed a Sphinx of the Chimes (the guy to my right obviously did not want to play blue at all).  I've never played azorius before so I'm not too sure if I was doing it right or not.
Here's the decklist:
Azorius Guildgate x2
Blustersquall
Inaction Injunction
Cyclonic Rift
Dramatic Rescue x2
Azorius Arrester  x2
Keening Apparition
Arrest
Lyev Skyknight
Selesnya Sentry  x2
Sunspire Griffin
Hussar Patrol x2
Runewing  x2
Soulsworn Spirit
Righteous Authority
Azor's Elocutors
Voidwielder
Sphinx of the Chimes

Possibly Play/sideables:
Selesnya Guildgate
downsize
Doorkeeper
Sundering Growth
Hussar Patrol
Eyes in the Skies
Inspiration
Volatile Rig
Isperia's Skywatch
Trostani's Judgement

So my main goal was to play for tempo. My main win con was  Righteous Authority  on an evasion creature as I only saw Sphinx once(and I lost that game). But most of my games were pretty tight.  Blustersquall won me the game 4 times, 3 of which I used during their turn to stop them doing lethal or close then swinging for lethal on mine. I guess this is more of a "how should I play tempo effectively" question. For example often I would sit on an  Azorius Arrester if my oppenent didn't have a creature out, even if it was my only playable card. Is this a mistake? And how many pokes from a  Rakdos Shred-Freak should I take before I bounce it? Any feedback would be awesome.

You made some good choices in this draft, but there's room for improvement.  Azor's Elocutors isn't a very reliable card, so it would have helped more to use that other Hussar Patrol instead.

Whether or not you should play Azorius Arrester when your opponent has nothing depends on what else is out and timing.  If it's early in the game, like on your second turn, the creature presence is more helpful.  Later on, when both players have more mana available and you have other creatures out, waiting until they play something may be a better option.  And bouncing a Rakdos Shred-Freak is somewhat pointless due to haste, but if you do, it's all about timing.  I think that there are two ideal times to do it; when it attacks before it does damage, and before your combat when you want to eliminate it as a blocker.

I play arrester like a detain spell that gives me a creature, so holding onto it is fine. Nota bad move when you have authority either.

The elocutors are fine... Though skywatch is better. Still, a 3/5 alt win con on your board is nice.

What were your match ups? I can't see improving this deck much, the tempo here is nice and it looks fun, if risky, to play.
Limited Guidelines:

5.0: I will take this card no matter what: Pack Rat
4.5: Bomb and/or splashable creature or removal: Aetherling
4.0: Excellent first pick first pack, will sway me into same colors: Advent of the Wurm
3.5: Excellent first pack pick two, will confirm colors or possibly sway into second color. Gaze of Granite
3.0: Good in-color addition, or splashable removal/creature: Ascended Lawmage
2.5: Solid pick in-color: Bronzebeak Moa
2.0: Creatures 10-16; removal 6-7. Haazda Snare Squad
1.5: My 23rd or 22nd card, depending on removal. Wake the Reflections )
1.0: 23rd card if I don't maindeck an additional land: Murmuring Phantasm
0.5: This card will sometimes be sideboarded in: Uncovered Clues
0.0: I will shred this card for counters: Possibility Storm

My first match was against a red/green beatz deck. That was probably my toughest matchup because he was running two  Rubbleback Rhino and two  Racecourse Fury which made me chuckle at first but then I realized that  Cobblebrute with haste is kind of scary.

Second match was against a poorly built rakdos deck. I think he was trying to draft aggro but didnt get what he was looking for... but he really had no middle to his curve at all so as longg as i didnt see three  Rakdos Shred-Freak real early I wasnt too worried.

Third match was against a selesnya build that was focused on two (yes two, pretty crazy) Wayfaring Temple with a bunch a centaur tokens flying around.

I actually didnt side at all during my matches. The only time i thought about it was against the selesnya build was putting in my  Sundering Growth Because he had two  Knightly Valor and a keyrune. After the fact the guy who Ran selesnya suggested I run a forest so I could Regenerate my sentry late game if it came up. Seems as I had a  Selesnya Guildgate I feel I really should have ran it because theres no real downside to doing that.

I wouldn't have run the Elocutors or Selesnya Sentries, and gone with the third Patrol, Skywatch, and Judgement. If you HAD to run the Sentries (and I could see the tempo argument) I'd at least think about the Selesnya Guildgate.

I think  Selesnya Sentry is a really solid card at 3/2 for 3 mana, I didn't really even think about the regen when i picked them (but I probably would have been slapped by a bunch of pros for not running the guildgate lol @Catotheyounger). They were kinda the meat of my early curve.

I could definitely see the argument for  Trostani's Judgment because I had no hard removal at all. I didnt run it because my game plan was to slow their play enough that any one creature wouldnt be a huge deal but I think if I had faced any serious stand alone threats I would have wanted it. And the I like the  Azor's Elocutors for and extra mana you get an extra power and toughness and an extra win con over  Hussar Patrol but I certainly see the argument. Then again, I may be over estimating them because I've lost to them before.
