So i know Goblin Electromancer adds one mana to the x of Epic Experiment *bascially* but when the experiment goes exiling cards from my library, does it take account for the electromancer for the mana cost of the instant or sorceries? Thanks

you first choose X, then you calculate the cost

so for example with X=5 and 1 Goblin Electromancer on the field it will cost - =

it doesn't matter what you paid for the spell, all that matters is what you have chosen as X

No, goblin electromancer does not change the converted mana cost of a spell.  So if X is equal to 4 for epic experiement you won't be able to cast an instant or sorcery with a mana cost of 5 or greater with a goblin electromancer on the battlefield.
