My opponent has Glissa in play equiped with Darksteel Plate - and currently has no artifacts in his graveyard. He sets off Plagueboiler, destroying 4 of my creatures and 4 of his artifacts. Can he bring those artifacts back with Glissa's ability (since she is still in play), even though they are all going to the graveyard at the same time?

Yes. All 8 things are destroyed simultaneously, and glissa's triggers don't get put on the stack until afterwards. The artifacts are in the graveyard at the time the ability's target is chosen.
