I have uneasy feelings about this card. Early in the game you're not going to want to constantly rishadan port yourself just so you can extort for 1 and late game a 2/2 isn't all that great

See, you're looking at it all backwards. Early in the game it's just a 2/2 beater, then later in the game when you have more mana and it can't punch through their defenses any more it let's you add some extra oomph to your spells. Whether it will be constructed playable at all will have to be seen but it's going to fantastic for limited.

It'll depend on the metagame. If gruul and Boros cards are really agressive, it won't be.
Though the term "early extort" is kind of non-sensical. Cheap extort would be more correct. Unless you don't mind destroying your own tempo.
