Can i mix rtr and m13 in a deck? Im wondering because im going to a beginners tourny and ill have to change my deck.

It depends on which format you're playing. You'll need to ask the tournament organiser what format they're playing as each format has different restrictions. However, as long as you're not playing limited, every other typical constructed format (standard, modern, legacy and vintage) allow both M13 and RTR cards in them. Standard is the smallest typically played format, which currently includes M13, RTR, and Innistrad block, with modern, legacy and vintage all incorporating far more sets than that.

...and you can use older cards if they're allowed in the tourny you're playing. For example, if only cards from M2013 are allowed, you can still use your old M2010 copy of Angel's Mercy  , since this card was also printed in M2013.

So i can use cards like talrand sky summoner along with lilianas shade? On mtgo it wouldnt let me make a deck like that.

yes, and MtGO will allow you to make a deck with both
you do have to choose the deck format in MtGO (it will verify the cards are legal) so choosing Standard or Extended or Modern or Classic or Freeform will let you use both in a deck

I think there's some way of getting Duels of the Planeswalkers cards in Magic Online, but I think they can only be played with/against other Duels cards. I could easily be mistaken though.

I think I found your issue
you can't mix gold-border cards with black-border or white-border cards
your deck needs to be either all gold-border (only playable in the new player room) or all black/white border
