When ~ enters the battlefield, you may put a poison counter on target player without a poison counter. I'm not sure why this is blue in its current incarnation, mechanically or flavorfully.
Oil Refinery cannot enter the battlefield unless all opponents have at least 3 poison counters together.
So it just chills on the stack forever then?

Your suggested effect is much stronger, since it dodges things like Doom Blade. It's blue mechanically because unblockability is a part of blue and because of Agent. Flavorfully, no, it's not blue, but why does that matter?

Your second ability can interpreted two ways: 1) Plague Spreader has haste and is unblockable if no opponents are poisoned. 2) Plague Spreader has haste and is unblockable if not all opponents are poisoned.
I'd recommend wording it to be less ambiguous. Also, it's really more black than blue.

I don't get your point.
It can't enter the battlefield, but there's nothing preventing you from casting it.

Permanents enter the battlefield from the stack when they resolve. Your card limits the card's ability to enter the battlefield. If you limit the ability to play the card, you open up the posibility to Tinker it etc.
Everything Mown does is elegant.

Haste can be red or black — combining it with unblockability and infect feels very black. It's also a rat, which is a staple creature for black.

There is one blue creature with haste and defender, from Future Sight, plus various creatures with suspend and unearth.

Monks are generally white and green has less humans than white and red in Innistrad. The only good reason why he is green is the one I bolded, which, I think you can agree, is 100% mechanical and 0% flavour.
