It's the Hellkite Tyrant. Niv-Mizzet's stealing all his artifacts to win the game.
For some reason, I'm now imagining Niv-Mizzet sitting in front of an old Atari 2600, waggling the joystick, muttering "Where the hell did I leave that invisible bridge?"

I would definitely say that Niv-Mizzet makes more sense, and is thus more likely, than Nicol Bolas, but I do also think that Wizards likes to surprise us. So it could be some other existing dragon, or a new one, perhaps related to or associated with Niv-Mizzet.
Niv Mizzet killed every dragon on the plane he perceived as a possible threat, the few he allowed to live aren't on the same calibre as a dragon like Niv or Bolas, they're nothing but dumb beasts by comparison and are no larger a threat than any other large animal as far as Niv or really any of the guilds would be concerned.

Time to weigh in!
1. I concur with others who believe maze is an analagy, symbolic gesture if you will, for the schemes the Niv-Mizzet is running.
2. It's about Niv-Mizzet
My speculation, Niv-Mizzet wants and will become supreme ruler of Ravnica. I believe his plan is actually to destroy the guilds because as long as they remain there cannot be one ruler. This plan began in the original Ravnika where he had a back-end influence on Augustins moves.

There will probabluy be some artifact action in dragons maze, saying that there were two mythics made on the subject, and that one planeswalker, (dak fayden or somtin...) is able to work any artifact just by touching it.

Ah, this is what Magic needs. Five new colors, identical to the five old colors, except that flying is replaced by horsemanship. Of course, that's a joke, but seriously, it would have been better if the cards of Portal: Three Kingdoms were isolated from the rest of Magic by being in five colors of their own because of horsemanship. However, then it wouldn't have functioned as well as a Portal set to encourage people to play Magic... Ah. There should have been an alternate version of every Core Set thereafter with flying replaced by horsemanship, so that the people who were started with Portal: Three Kingdoms would have had a place to continue... And then in the old days of a Core Set every two years, they could have a new Portal set every four years... and Standard would consist of the most recent Portal set, the most recent Core set, and the two most recent block expansions.
Coming up with weird ideas to make everyone happy since 2008! I have now started a blog as an appropriate place to put my crazy ideas.
