Cancel is potentially more powerful than swift Justice so this is more personal preference than anything else.
bulletd Guidelines: 5.0: I will take this card no matter what. Creature 1 or playable 1 or hate 1. Domri Rade 4.5: Bomb and splashable. Creature 1-2, playable 1-2, removal 1. Obzedat, Ghost Council 4.0: Excellent first pick first pack, will sway me into same colors. Creatures 1-4, removal 1. Rubblehulk 3.5: Excellent first pack pick two, will confirm colors or possibly sway into second color. Ground Assault 3.0: Good in-color addition, or splashable removal/creature. Creatures 3-9, removal 1-3. Kingpin's Pet 2.5: Solid pick in-color; creatures 5-12, removal 3-5. Mugging 2.0: Creatures 10-16; removal 6-7. Act of Treason 1.5: My 23rd or 22nd card, depending on removal. Gutter Skulk 1.0: 23rd card if I don't maindeck an additional land. Mental Vapors 0.5: This card will sometimes be sideboarded in. Cancel is potentially more powerful than swift Justice so this is more personal preference than anything else.
It seems we've got a version of Rakdos that tries to overrun the opponent with speed. We're sacrificing card quality with cards like Rakdos Shred-Freak and we're sacrificing card advantage with cards like Deviant Glee. In return, we have the potential for a very quick offense (if we draw cards in the right order). Swift Justice is the card that's more likely to get in the way of that plan.
Both Cancel and Swift Justice neutralizes one of our cards. But Swift Justice costs only one mana. It can help the opponent catch up on the board after we've dropped an early unleash guy. Since we're trying to overrun the opponent with speed, it's a big deal that the opponent can lay down a blocker and kill one of our creatures with Swift Justice on the same turn. In contrast, I don't think the opponent can afford to leave mana up for Cancel every turn while being beaten down by an unleash creature.
Also, the life gain by Swift Justice is relevant. When we're burning up cards to deal damage quickly, it's almost a 2-for-1 against us if the opponent gains back 3 to 4 life while killing one of our cards. It keeps a burn spell like Explosive Impact from being lethal for one more turn.
So I say Swift Justice is the card that has the largest chance to throw a wrench in our plans. Cancel is a card they should be siding out when they're facing our deck.

I'm continuing with Rakdos splash White. I really don't think a single Guildmage is worth justifying an entire splash in our Rakdos-aggro deck. Especially when part of that splash constitutes a tapland (which just slows us down).
