I'll say Apes, it's important to fill in the lower part of the curve. Cobra is just an overcosted Elvish Archer .

What about Active Volcano?  This being a multi-colored set, there's a good chance something is a reasonable target in any given game.  Would be better if it included a second color, though...

We have 3 red, 3 green, 2 white, and 1 black cards.  black, red, and green all include a double-casting cost, and white and green have cards that want to be cast early.

I have no clue.  I'll vote Volcano, but I really haveno clue.

I'd rather go with Tundra Wolves over Cobra.  We already want early White for our Land Tax, and the extra point of power at an extra 1C cost doesn't do much for us.

The Apes are okay, since we also want early Green for the Library, but I'd still rather be able to combat trick or buff the Wolves.

Active Volcano is also decent removal, but a sideboard only really.

3.5: Excellent first pack pick two, will confirm colors or possibly sway into second color. Gaze of Granite
3.0: Good in-color addition, or splashable removal/creature: Ascended Lawmage
2.5: Solid pick in-color: Bronzebeak Moa
2.0: Creatures 10-16; removal 6-7. Haazda Snare Squad

Apes. 
Tundra Wolves is too small to be useful even with first strike.  Cobra would be good, but we're already going to be stretching our mana base enough as it is.  This choice is for a small creature one way or the other, and the last thing we want is for our early drops to have heavy color commitments so that we end up unable to cast anything until turn 5-6.
