creatures have summoning sickness when they enter battleground. how about artifacts? when i play elixir of immortality can i pay the 2 colorless mana ,tap it and use? or do i wait 1 round?

You can use it the same turn played. Creatures are only effected by summoning sickness.

As long as it's not a creature you can use it. If if were to be a creature (say, it was animated with the ability of Toymaker or Karn, Silver Golem ) then you would have to be concerned about whether or not it has been continuously in play under your control since your most recent start-of-turn. If a noncreature artifact is, by design, not intended to be used the turn it comes into play, they'll often try to enforce that by making the artifact in question come into play tapped. Like this other Elixir artifact .

Correct. Even if they somehow turn into a creature, their loyalty abilities still are not affected by summoning sickness since they don't have the  or  symbols in the cost.
I'm a Rules Advisor now  "Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no". Some of my favorite Flavor texts:

True, but their abilities don't require tapping anyway, and they can't attack.
But if they do turn into a creature, then they can't attack the turn they come into play.

yes unless they are a creature Gideon Jura can use his 0 ability the turn you cast him, but he cannot attack

but it reads ; he is still a planeswalker. doesnt it keep him that way?

Yes, he is still a planeswalker. But what matters for summoning sickness is being a creature. Whatever other types the permanent also has is not relevant.
