Yes, clearly the number of fliers in every format is so dense that a relatively studry 3-drop will never hit.  I don't think it's all that good, but it's not that bad.

Since it says "play the cards" and not "Cast the cards" doesn't it mean you can just... you know... not pay any costs and put the card directly onto the stack?
No, you play with them asif they were in your hand. You either need to be in their colors or get lands with the mill.
So why doesn't it just say "You may cast cards...?" They updated the word "play" from a long time ago because "play" used to mean "cast." Now we have Cast AND Play....what's the technical differences?
Because if it said "You may cast cards exiled with Nightveil Specter" I would assume I would need the mana to cast it, otherwise it would say "You may cast cards exiled with Nightveil Specter without paying their mana cost." So what does "play" mean here?

It says play instead of cast because you get to play both spells and lands exiled by the specter. If it was only spells, they would have used cast. But you don't cast lands, you just play them. Its using current templating.

- Playing a card exiled with Nightveil Specter follows all the normal rules for playing that card. You must pay its costs, and you must follow all timing restrictions, for example. - Nightveil Specter’s last ability applies to cards exiled with that specific Nightveil Specter, not any other creature named Nightveil Specter. You should keep cards exiled by different Nightveil Specters separate.
Note that this plays very nicely with Realmwright  (As Realmwright enters the battlefield, choose a basic land type. Lands you control are the chosen type in addition to their other types.).
