I can see this feeling really unfair in Limited. Cipher it on a flyer, and boom, locked down until you get a blocker.
Considering this is common to boot. If you get multiple recastings of this on one creature you have total lockdown of the board. If you can get a hexproof creature and somehow give it evasion... ug. It's a win-con on its own.

I love how delightfully unfair this card feels without being unfair. It can create a nifty subgame when your opponent has to choose between dealing with the crappy token ciphered with this and your decent creature munching on them.

This Dimir feels very aggro.
Tempo. The idea is that WotC's ranks are very torn about how much they enjoy slow control. That said, Frost Titan spirit tokens are just as good in slow decks as they are in those mean racing decks- I really want to see Lingering Souls and this make a very grindy Esper Control deck post-board as a sort of requisite "screw you guys".

It's like a combination of Prison Term and Fiend Hunter , except that the creature has to connect every turn to keep the prison effect. Certainly good in limited, but like Curiosity or other such enchantments, it's only as good as the creature you encode it on. Not overpowered by any means. My thought on cipher so far: I want to be the guy that drafts Lazav and encodes him with like 5 cipher spells while copying an evasive creature.

Just a thought. I know that Cipher has been thrown around for Invisible Stalker , but so far things have appeared fairly slow for it to work. That said, throwing this on one early enough gives you the lockdown you need. If there are draw ciphers out there, it becomes even better. Just need some decent win-cons for cipher now and I think there is enough out there to make it work. If you U/W it could be control type that runs Supreme Verdict for a sweep against aggro, followed by dropping the stalker and this to lock them down with whatever board position they regain.

Invisible Stalker , Tormented Soul , and Dimir Keyrune seem to be the most viable things we have for a sort of Cipher tempo deck. Being able to Cipher onto Tokens opens up a whole world of possibility though, with stuff like Lingering Souls and Midnight Haunting .
