Hands of Binding (Common) -   Sorcery Tap target creature an opponent controls. That creature doesn't untap during its controller's next untap step. Cipher (Then you may exile this spell card encoded on a creature you control. A tad bit ridiculous, maybe? I guess it's not horrible. "Lose one guy until you play another, betterr guy'' feel.

At two mana it's certaily doable. And any creature that can get there often enough will be a real headache with this.

Finally an aggressively costed Cipher card. One with a relevant ability as well. Really liking this.

I can see this feeling really unfair in Limited. Cipher it on a flyer, and boom, locked down until you get a blocker.
It's really not even about giving niche cards to black.
It should be about giving black cards to Niche.

Awesome how you play it to tap down their blocker, then keep it tapped forever once you get in.
