My opponent has no creatures and I cast a Smallpox, if my opponent discards a Loxodon Smiter does he have to sacrifice the Smiter to Smallpox?

Smallpox's instructions are followed in order, so if the player discards the smiter, it will be put onto the battlefield instead of into that players graveyard.  If the smiter is the only creature that player controls then they will have to sacrifice it to smallpox.
