Clone so if this is used on Restoration Angel for example does the clone become exactly that creature; meaning it is no longer blue but instead it is a White Angel Creature only?

No, it doesn't copy the color directly, but it does copy the mana cost, the color indicator and all abilities that is has before any continuous effects are applied. Unless a continuous effect affects one of the permanents and not the other*, they will end up having the same color. The cloned Restoration Angel would be white and only white because its mana cost became   and it has no color indicator.
* — For example, if you were to Clone a Restoration Angel made red using Crimson Wisps , the cloned Angel would be white and only white.

Yes, color is derived from the mana cost or color indicator which are copied along with everything else printed on the copied card, and overwrite Clone 's original properties. If it copies a Restoration Angel , it becomes itself a Restoration Angel just like it was another copy of that card.
I'm a Rules Advisor now  "Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no". Some of my favorite Flavor texts:

From Rules: 706.2a: A copy acquires the color of the object it's copying because that value is derived from its mana cost or color indicator.
So, it's not exactly as you said.

I assume that the Cloned angel will have flash, but the player casting Clone cannot cast Clone at flash speed because Clone can't (normally) be cast at flash speed. Basically, Clone doesn't have flash, so you can't cast it when you want.

Correct. It doesn't become a copy while it's on the stack. It becomes a copy much later when it resolves.

Note, that a creature with flash still has that ability when it's on the battlefield or in any other zone. This doesn't have any relevance most of the time, but Muraganda Petroglyphs would care.
