Vitu-Ghazi Guildmage Like on this card, are those spells. If so does that mean they can be countered. Also their is a card that allows you to pick a new target. If that was used when say trying to populate would it do anything?

Those aren't spells, they are activated abilities. They can be countered by things that specifically counter activated abilities , but not things that target spells.
Populate doesn't target.

Never. Abilities aren't spells, and spells aren't abilities. A spell is a card (or a copy thereof) placed on the stack, usually from your hand as part of casting it.

Redirect allows you to pick new targets for a spell. There must be others too if you search gatherer. Populate does not target, so you can't change what your opponent wants to copy with a populate ability. Cheers

He also doesn't have to tell you, which token he wants to copy until the spell/ability actually resolves, and you can't respond anymore at that time. It also means, that a new token can be created in response to a spell/ability, that lets him populate, and then choose to populate that token.
I'm a Rules Advisor now  "Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no". Some of my favorite Flavor texts:
