I was wondering, if my opponent has a planeswalker, when I attack do I have to say which creature is attacking which target (him or his planeswalker), or can I assign the damage after he has assigned blockers. So, if I had two 1/1 vanilla creatures, and he has one, if I attack with both and he blocks one, can I choose to assign that 1 damage to a planeswalker if he had one, or to him or what. Or, would I have to declare what creatures are attacking which so he can block respectively.

You must announce it up front for each attacking creature.

In addition, assigning damage is done during the combat damage step. What you're asking about is attack declaration, which is handled during the declare attackers step.
For reference, these are the 5 steps of the Combat Phase:
1. Beginning of Combat Step 2. Declare Attackers Step 3. Declare Blockers Step 4. Combat Damage Step 5. End of Combat Step
Step 2 is where you decide whether your creatures are attacking a defending player or his/her planeswalkers (or a combination of the two), while damage isn't actually assigned until Step 4.

Also keep in mind that even though damage isn't assigned until the combat damage step, if your opponent blocks one of your attackers with more than one creature, you must announce the order in which you will assign damage to those creatures at the time that the block is declared, not the time that the damage is actually assigned.

Also note that according to Magic Tournament Rules: A player is assumed to be attacking another player and not any planeswalkers that player may control unless the attacking player specifies otherwise.

Also, attacking does not target (you can still attack a player that controls a Witchbane Orb for example).

That makes no sense to me.
If they spelled the ability out on the card in full then it would not be allowed in a mono-black Commander deck, but because they used a keyword to save space it is allowed?

Yup, just like you can have Birds of paradise in a mono green deck but not Noble Hierarch . YAY COLOR IDENTITY
