I intended something along the lines of "You may not play creatures with a mana cost of 3 or more.", although maybe larger creatures wouldn't be played much anyway with this, the synergy alone achieving the effect. Maybe that your opponent gets the benifits too is enough, does anyone else have any thoughts too?
The activated abilities clause is a bit strange, might there be a better way to achieve the same result?
edit: I've broken it into two designs.

Just FYI, a more appropriate template for this ability would be: "You may play creature cards with a converted mana cost of 1 from your graveyard. If you cast a creature spell this way, pay  rather than pay that spell's mana cost." Creatures only exist on the battlefield, so your card as written doesn't actually do what it wants to.

I do like the concept.
2: Return a creature with converted mana cost 1 from your graveyard to the battlefield. Activate this ability once per turn, at any time you could cast a sorcery.
