So, how would I use a card that has a large in the top half and "sui?l? -- pu?? ?is?q" across the middle?
Winning is not important if:
1. You win by a blowout.
2. You pay billions of dollars in cards to win. If you like wasting money just to win one game, while you could have saved it to lose a few and end up winning more in the future, then it is fine by me.

I think the most awkward situation at the moment is simply the Myr Welder / Equipment / Licid / Aura craziness, but I'm pretty sure he's aware of it.

I don't think there are any cards like that.
There are things that prevent you from activating activated abilities, things that increase their cost, and things that counter them, but I don't think anything triggers from them specifically.
There are things that trigger from targeting, so that might be relevant, but I can't think of anything that triggers from targeting a player.
I'm almost positive there's nothing that triggers from damage being prevented.

Enter the battlefield abilities are triggered abilties. They go on the stack and can be responded to.

Thanks. I guess I should have been more clear. At what point does the opponent make the choice to receive the 4 damage, and can that be responded to before the devil is sacrificed? (i.e., is there any way I can avoid sacrificing the devil after the opponent is dealt 4 damage?)

The choice is made on resolution. You can't have your Devil and make them eat their damage too.

No. When the ability resolves, your opponents can choose to take the 4 damage. If one does, you must sac the Devil. You will not receive priority here so you would not be able to cast a spell or activate anability to save him.

Enter the battlefield abilities are triggered abilties. They go on the stack and can be responded to.
Not entirely accurate. Clone has an "enter the battlefield" ability, but it's not triggered, and can't be responded to. Vexing Devil does have a triggered ability, not because it says ETB but because it uses the word "When". When, Whenever or At (a particular phase, usually) all indicate that an ability triggers, and thus can be responded to.
Nobody gets priority to cast spells or activate abilities during the resolution of a spell or ability. Players can do things in response before the Vexing Devil's ability starts resolving, but once it starts it can't be stopped or interrupted. So you could cast Undying Evil on your devil to give it Undying until the end of the turn, but you'd have to do it before your opponent makes the choice of whether or not to take the hit.
