Enchantment
At the beginning of each opponent's upkeep, tap target permanent that player controls and untap target permanent you control.
I thought the idea of draining the energy from an opponent's stuff was kind of interesting. At first, I had this costed at 3 mana, but for what amounts to repeatable removal in blue each turn, that didn't seem like enough.

This card seems blue in theory, but the fact that it can function as a mass
Stone Rain
for four mana makes me wary. As innocent as the effect seems, I actually think it's undercosted.

I like it. I mean, I've always liked mirrored effects, but this is done quite well. All the little neat tricks make me happy to brainstorm the possibilities.

You can only target each player once, so mass stone rain is pretty hard, unless you cast multiple. In which case, that's as much mass stone rain as mass stone rain is.
Looks like a better Martial Law
to me.

It can be used as a mass Stone Rain because it triggers at the beginning of each opponent's upkeep, and you can tap down one of that opponent's lands at that time. Unless your opponents are able to cast their spells during their upkeep, you can lock down their best land permanently with just one card.

Mass Stone Rain would imply using multiple Stone Rains, which has the consequence of preventing the use of multiple lands. This can never be more than one Stone Rain.

It's very interesting that something like this wasn't printed before, and most similar cards aren't really close.. However, they just printed
Martial Law
and detaining appears to be treated as weaker ability..

WOTC doesn't try to balance cards for casual free for all. And even if you did bring this card to multiplayer, the moment you cast it, everyone would team up to kill you.
