So if i cast a turn 1 Blistercoil Weird, a turn 2 Invisible Stalker and then a turn three Instant spell with Cipher encoding it to my Stalker. Every subsequent hit with my Stalker gives an additional 1/1 counter to my, by then, 2/2 Weird and untaping it?!? If so I likey.
With the exception that the blistercoil weird effect is until end of turn and does not inherently get counters, yes.

Also Auger of Bolas can be used to tutor up cipher spells right? As long as they are instants and sorceries anyway. And dont orget what a beast Talrand will be pumping out drakes like they are going out of style every time the Ciphered Stalker takes a swing.
Nivmagus Elemental exiles spells. Any spells. Originals, copies, you name it. It doesn't specify that it has to be a card. Cipher, on the other hand, exiles spell cards. The key word here is cards. I never said that you can't exile a copy of a card. Exile the copy, and then it ceases to exist. Because even though it's a copy of a card, it's still not a card. So yes, the copy can get exiled due to the cipher ability, but then it ceases to exist because it's not a card. Therefore, you cannot cast a copy of the encoded card because a card did not get exiled, a copy of the card did. And even if the copy stuck around, it doesn't change the fact that it is not a card. You can encode the original Whispering Madness just fine. You cannot encode a copy of Whispering Madness. Why? Say it with me, folks, all together now:

Don't take it personally. I'm trying to explain this concept in different ways to help people understand. I'm sorry if my repetitiveness came across as anger.
What I mean is, if there is a card printed that says, "Draw a card. Cipher," and you encode it onto a creature, the creature is essentially a Stealer of Secrets . While the ability is good, it's still unimpressive. I'll draft Stealers all day, but I don't look at the card and go, "Holy crap, this card is bonkers!"
But the copy is a copy of the card, not just a copy of the spell.
But it's still not a card. You cannot pick up the copy and throw it at your opponent in a fit of rage. This is the same reason why tokens are not affected by Leyline of the Void : tokens are not cards.
This is not like rebound; you do not cast the card from exile, and then resolve the spell by putting the card into another zone (say, a graveyard). You cast the card, and as the reminder text says, you exile it, then you copy the card (not pull out a blank card and scribble down the text) and cast THAT spell.
Red or not Guttersnipe synergy is too strong to leave out, maybe caverns and steam vents can make it playable. I am really liking Stalker Talrand Snipe rUB deck cant wait to see what other Cipher madness is in store.
One thing I am still unclear on, can you encode a creature with multiple Cipher spells? Lets say my Stalker is encoded with both an instant and a sorcery spell, when he swings do i get to cast both for free? Would an in play Guttersnipe trigger for each spell in that case?.....might have to add hellrider if i am splashing red

yes, i dont see why you couldnt encode a creature with multiple cipher spells. so if your stalker is encoded with 3 spells, you can cast all 3 of the copies, all of which trigger independently for guttersnipe and Talrand ...unless somebody counters them :P
