I don't think this is unique enough to not just be an artifact.

The card also has to count as permanent card when it's not in play, otherwise it doesn't work.. Very strong card, although it's hard to compare with existing cards!  Let's start with Defang (and white should be much better at preventing damage!) and then realize that you can "move" the aura every turn and that you can also enchant non-creature permanents..

Increased cost. Also, I think I just need reminder text and nothing else, since Ancestral Vision is blue in all zones. Also, keep in mind that Defang has a rating of 2/5 on Gatherer.

I fail to see the point of not just making this an artifact. I mean, I'm completely OK with breaking new ground in card creation when it serves a purpose, but here it seems to be just "lololol look everyone I made a typeless card!"

It dosn't die to Artifact removal. You've given me an idea. Blinker Cycle   : ~ is an Artifact and loses all other types.  : ~ is an Enchantment and loses all other types.  : ~ is a 1/1 Creature in addition to its other types.  : Card specific ability. or Protector  Artifact  : All Artifacts are Enchantments with no other types.  : All Enchantments are Artifacts with no other types.

Thre's nothing in the rules that enables them either. The mana cost is for the most part irrelevant, as you can't cast typeless cards.
Everything Mown does is elegant.
