If I have Mentor of the Meek in play and also Glorious Anthem. Do 2/2 creatures come into play as 3/3 creatures and therefore not allow you to use the mentors ability? Thanks

Yes. Mentor will not trigger.
Mentor of the meek  's ability will only trigger if the creature has 2 or less power at the first moment it is on the battlefield.

Mentor of the Meek  Glorious Anthem  Correct, they won't be able to use Mentor's ability.

Yes. The affected creatures have their increased power and toughness from the moment they appear on the battlefield. Everything that cares (including the Mentor) sees only the increased power and toughness. Note though that smaller  creatures  would enter as 2/2's and would trigger the Mentor.
