question one: If you open a Return to Ravnica card erroneously placed in an M13 booster, are you allowed to draft it and play with it? (recently on the rumour mills, someone claims to have opened a Gatecrash card in an RTR FNM).
what happens to that erroneous card if you're not allowed to draft and play with it? do you automatically take it out first, and get to draft a different card? or do you have to keep it in the pack?
question two: what about the "priceless treasures" thing in zendikar? (ie, there was a small, small chance of having a card from magic's history (including some of the power nine) planted in your zendikar booster pack)
question three: recently i heard that someone at an FNM, their table had a number of faulty packs where there were no rares in the packs. what happens in such case? are you forced to play with those packs? can you get a replacement pack upon opening them, and if so, who gets to keep the faulty pack?

Call a judge immediately and he will decide. I guess, he could replace the card with a basic land, or give you a different booster to draft, or let you draft the booster as it is.

Again, call a judge. But if this was a feature of Zendikar block, it should be fine. First time I heard of this, though.

Once again, call a judge and let him decide. Faulty product should be replaced.

They cannot be used in a tournament, and there's no need to replace them since they take the place of the basic land card found in boosters.
Q: Can I play these vintage cards in a tournament? A: These vintage cards retain their current status in the tournament environment. They are allowed in certain organized play formats that can be found on www.magicthegathering.com.

the treasure cards from Zendikar were not legal for Limited or Block
other than that, yeah, call a judge

and people are saying that i open a Gatecrash card in an RTR booster, or a booster with no rares in it, i should call a judge; the Tournament Rules don't explicitly say anything? (it would be really sad, for example, to open up an RTR booster with a gatecrash card in it AND a foil Super-Expensive Mythic Rare.. only to be told by the judge that you have to give back the whole pack to the store and to take a replacement -- losing you the chance to own both an expensive card and a bragging rights card!)

not sure what the etiquette was, but I'd say the one that opens the treasure keeps it it replaces a basic land, many tournaments remove those from the packs beforehand

The Tournament Rules say this.
7.7 Booster Draft Procedures
All players must open and draft the same type of booster at the same time. Players open their first booster pack and count the cards face down, removing token cards, rules cards, and any other non-game cards. Players who receive an erroneous number of cards at any time must immediately notify a judge. After picking up the booster, players should remove and keep any non-foil basic land cards and/or any other cards that are not from the expansion of the opened booster. Foil basic land cards should be left in the booster and drafted with the other cards. Since the Zendikar treasures replaced the basic land in its pack, this meant that you kept the treasure and got to pick from the fourteen actually draftable cards.

It depends, IMO.
If the Gatecrash card replaced the basic land, you would be left with fourteen draftable cards, which is the same number as everyone else, and the judge can let you draft from that pack. The Gatecrash card is yours to keep in that case.
If the Gatecrash card replaced any of the common, uncommon, rare or mythic rare card from RtR, you will almost certainly have to be issued a replacement pack, as you would have only thirteen draftable cards to everyone else's fourteen.
Note: This is my opinion. Others may come to different conclusions.
As for a pack with no rare, that is not in itself a ground for rejecting the pack. To be draftable, a pack must have exactly fourteen draftable cards. A draftable card is a card from the expansion that the pack is from, excluding non-premium basic lands from that set.
WotC do not guarantee a particular rarity distribution. There is no certainty that a particular pack will have a rare or mythic rare in it. All they guarantee is a particular number of playable game cards from the relevant expansion.
