You won't be able to cast Necrologia , not due to the additional cost, but because it can only be cast during your end step, and Panoptic Mirror triggers and casts an exiled card in your upkeep.

If it weren't for that end step restriction you'd be able to cast it - but as an additional cost to cast it, even off the mirror, you'd need to pay X life, in order to draw X cards.

So, for example, you could imprint a Fling on the Mirror, but if you actually want to cast it on your upkeep you'd need to sacrifice a creature.
I'm all about super-control in MTG. If you're able to stop my shenanigans, then there aren't enough shenanigans.

As an alternative to Necrologia you could consider Cruel Bargain , Ad Nauseam , Ancestral Recall , Concentrate Demonic Tutor , Yawgmoth's Will , Knowledge Exploitation and/or Bribery .

no, you can (or sometimes have to) pay additional costs when casting a spell for free

It is traditional to imprint a spell like temporal mastery or time warp that lets you win the game.

Usually, you tap it to imprint in response to the second ability going on the stack, just in case your opponent has a naturalize type spell, so you at least get one use out of it.

We're not really into combo or infinite loop wins.
About the only card I have right now that doesnt win by damaging the opponent is epic struggle in a green token deck and that was only because someone started using protection from certain colors so the deck could at least have a chance to win.

We had a player who loved infinite combos a lot but he moved out of state.
For us it just takes the fun out of the game to win that way since we're more casual.
Im sure if I were playing tournaments I'd use whatever I had to use to win, though

Actually I was going to ask about Diabolic Tutor .
The Mirror would work really well in one deck I love if it could be used with Necrologia , but probably will work just as fine with the Tutor.
The deck has one copy of Yawgmoths Bargain ...wish that card wasnt restricted. Obviously we plan Vintage (Type 1).

This ability reads "At the beginning of your upkeep, you may copy a card exiled with Panoptic Mirror. If you do, you may cast the copy without paying its mana cost."
There are two "mays". What happen if for some reason I decide to copy a spell but not to cast it? Would this ever be useful?

Are the two "mays" needed? Why didn't they write it that way:
"At the beginning of your upkeep, you may copy a card exiled with Panoptic Mirror and cast the copy without paying its mana cost."

The copy of the spell (which is in the exile zone) will cease to exist a moment later.

Not that i can think of.
