If Planar Cleansing is cast and my opponent has Elguad Shieldmate soul bonded with another crearture giving both hexproof, they still get whacked becuase Planar Cleansing didnt target them, Correct?

Correct. Planar Cleansing  does not target (which you can tell because it doesn't use the word "target"), and thus hexproof won't help.

Correct. A spell or ability targets [b]only[b/] if it uses the word "target" in its rules text, or in its keyword rules text (for example, Auras target, as well as the Equip ability).
"Each" or "all" are not words that denote a target, so shroud/hexproof don't stop spells/abilities that use such terminology.
