For sedge sliver , do you also need a swamp for the regenerate ability or just the +1/+1. There seems to be some confusion on this with the double parenthesis. Thanks in advance for the help!

you don't need a Swamp for the regenerate ability (you need a way to generate  , of course)

What about the other slivers? Do they get the regenerate ability also without controlling a swamp?

yes, sliver ability work the same for all slivers, that's their point

There are no parentheses here at all. There are also two totally separate sets of quotation marks, indicating two totally separate bits of text that Sedge Sliver (more or less) splices onto each Sliver (including itself):
- This creature gets +1/+1 as long as you control a Swamp.
: Regenerate this permanent.
These don't refer to each other in any way. The first requires a Swamp because it explicitly says so. The second doesn't (though it does require a source of black mana, and a Swamp would normally be the easiest way to provide that).
