The player's life total could drop below 20 prior to the trigger resolving and they'd still lose, so what does it matter if the game state that it's looking at changes?

It's looking at its controller's life total, but it's the same object and it has triggered, I don't see how changing its controller makes any relevant difference here. I don't see a game state change as a justification in making it trigger again (well except of course the trigger itself resolving).

If a player's life total changes, it means the game-state has changed. It doesn't mean that what game-state the ability is looking for, it's condition, has changed, these are two different things.

That's one way to look at it, but one could also argue that:

  1. Changing controllers means changing the conditon from "What is player A's life total" to "What is player B's life total" so they should be considered two different conditions.
  2. It's more "intuitive" to have it retrigger if the conditon changes, despite the fact that the ability on the stack is tied to the same ability on the object.

I'm however leaning towards keeping it the same as it is now because it's simpler, as PirateAmmo have noted.
