when u play a creature card with flash. does it act like it has haste ? or has it summoning sickness and act only next turn?

Though it is very common to cast creatures with flash at the end of your opponents turn so that they no longer have summoning sickness when your turn starts.

No, the summoning sickness rule will still apply to it.
However, flash does give you the possibility of casting the creature card at the end of your opponent's turn. If you do so, the time you will have to wait for summoning sickness to "wear off" will be very short.

Izzet Staticaster and Raging Kavu have Flash and Haste. Other creatures with Flash do not, by default, have Haste.
