I have been playing magic for a couple months due to that my brother used to play and then my friends started My brother was a pretty avid player with a tournament worthy infect deck and such. I started to get into the game and I bought a 1000 card lot from amazon for 14$ free shipping and got some cool cards and such. Then I figured out that you can only play with the last 3 sets that were released, and was wondering if the best way to get some of these cards would be to simply buy some 2013 magic booster packs, and if so, how many.

I was also looking to play at some FNM at gamescape, but not the tournments, but the casusal play before the tournament, from 4-6 I think. Do people care what cards you use and such?
So 2 questions
1. Would buying 2013 booster packs be a good way to get some standard edition cards 2. At the casual play before tournments do you need a standard deck or do cards from any edition work?

There is probably a wide variety of decks during the casual play. Unless they announce it ahead of time casual play will be whatever format the players decide when they get there. I imagine that there will be a variety of players playing a variety of different formats. Most of the players will have many decklists so will choose the list that is appropriate to face you with.
If you are looking into constructing a standard legal decklist then Return to Ravnica (the newest expansion) will be legal in standard for longer than M13. However, there is some advantage as a new player to starting out with the "core set".
With that said I would prefer not to buy boosters as a new player it's better to spend $40 to get a playset of each common and uncommon. You will then have enough cards to construct many different decklists. You will not get any rares but in terms of a card per $ value it's one of the best ways to build your collection.

For a new player, I think buying a number of boosters may be a good start, for several reasons, which I'll list. Others will argue to just buy singles, since you know what you're getting. Buying singles is a good deal if you know exactly what you need.
As I said, I recommend getting at least some boosters. At a certain point, buying singles is a good idea, but when you're first starting out, you need everything. 'Bedrock' commons, solid uncommons, and if you get some splashy rares good for you.
I generally buy a booster box (36 booster packs), sometimes more, of each new set. Buying in bulk is cheaper in the long run than buying two or three boosters here and there. That'll set you back a bit over $100, but it isn't that bad.
As for what's casual 'legal' that can varry... a lot... but nobody should have issues with anything new.
Having said that, just getting M13 won't get you very far either. M13 and other core sets have good 'foundation' cards, but for the most part shy away from anything too fancy. That's been changing a bit over the last few years, but is still mostly true.
Block expansions (such as Return to Ravnica) tend to have more 'above normal quality' cards, but this trend has also been changing.
At this point I feel like I'm rambling, but basically there's no hard and fast answer. Do what you feel comfortable doing, and ask around your local hobbu shop for details. Once you feel comfortable trying something else, go for it.

Thanks for the reply man. Where would I get a playset of each common and uncommon in M13, and would that be x4 of each card? Also, this might work well with the boosters I am buying on ebay that are $3.75 for 10 rares.
Sidenote: Is the 8th edition goblin king considered modern? Most of the cards I have in a goblin deck all seem to be relatively newer cards except for a white bordered goblin king. I know that one format is modern, and I was wondering if this would be included. Thanks!

There's booster packs for every expansion set. The only 'sets' that don't have boosters are releases that consist entirely of a series of prebuilt decks.

Yes, Goblin King is Modern legal. You can run any edition of a card in a certain format, as long as that card has been printed in ANY legal edition for said format. Given that Goblin King was in the core set all the way to 10th Ed., you're all good.

Modern includes 8th edition and any core set or expansion printed after 8th edition.
A playset includes 4 of each card and many/most of the major online retailers sell playsets of common/uncommon cards for ~40ish. As others have mentioned buying from one set will only get you a portion of the Standard legal cards but it's a good start.

Many online stores will sel 4x of commons and uncommons for under $20.

Don't buy repacks on eBay, you'll get nothing but junk. If you need rares, buy them individually.
